I think this pretty much means he can't get the Geth and Quarians to broker peace between each other. Will he still be able to achieve 3100 EMS to see all endings?
My friend has a dead Tali on his playthrough. Can he still obtain at least 3100 EMS?

I had a similar problem. He still can get enough points. I had 5k assets with losing the Geth. On the second playthrough I didn't skip any of the Geth missions and I was able to broker peace between them (I had done everything that needed to be done in ME 2). I had not even played much multiplayer at that point, I think my readiness was at around 60/70% or something like that. Definitely not 100%.

If they're not playing MP, it'll be fairly close and might depend on how good the rest of your import is
Checking, my "no peace available" Shepard would have been at 3102.5 EMS without MP. Good thing she didn't tell Allers to take a hike, I guess...
