The only two options I have for elevator are Huerta Hospital & the Embassies.
Last two times I played the game, once Spectre status was reinstated Shepard was given access to the other levels.

After I intially arrive at the Citdael got to see Udina and the Council, get Spectre status back, check on team mate in Huerta Hospital. Still no options for the other levels. Have gone back to my previous save, on Mars before I arrive at the Citadel and tried to play through again, still no luck. Any suggestions?

You could try to go back to Normandy and then dock at Citadel again.

Tried that already. Even went back to earlier save at Mars before Shepard arrived at Citadel, no luck with that either. Have been holding off on re-installing ME3, hoping other options may be out there.

At the first trip to Citadel, you don't get to visit all levels. If you are sure you got it the last two times, maybe there was some sidequest or something extra that triggered it. Not sure what it can be though, but I often get access to only 3 floors as well that early (normandy deck, hospital and embassies. At the next visit after doing one mission, I get access to all floors. I guess it's the Palaven moon mission you get when you're in Udinas office.

Leaving the Citadel and going back isn't enough. I had to do one mission before I had full access.

Thanks Fredvdp! My memory has been a bit off lately, thought access was sooner. Time to go kill some reapers.
