Imagine if you could play as the Turial Councilor in multiplayer. As with all characters, he'd have 3 powers, and they'd be unique. I'd suggest he have the following:
Marksmanship: All Turians undergo military training, so the Turian Councilor would have this, except, being high-ranking and stuff, he must've done something good, so the upgrade tree is the usual marksmanship one but all numbers are doubled.
Hologram: Typical hologram of the Turian Councilor, the same one he uses to communicate with Shep in ME2. As a Councilor, he has access to advanced/expensive/top-of-the-line stuff, so the upgrade tree follows the same way as the Salarian Engineer, but all numbers are multiplied by 5.
Air Quotes: This is the main "unique" power. Basically, it involves dismissing the enemies' existences and giving them an existential crisis. Here is how I would guess the power evolutions would flow:
(1) Allow the Turian Councilor to make air quotes in battle, giving enemies an existential crisis, stunning enemies for 5 seconds as they are forced to contemplate their existentiality. Does not do any damage. Character temporarily puts all weapons away and uses both hands to make air quote motions, then takes weapons back out again. You cannot fire while activating this power. Gives the words "Ah, yes" to begin the air quote. Only works on undefended enemies (no armor, shields, or barrier).
RADIUS: 5 m
COOLDOWN: 20 s
(2) Add the words [enemies] so that the Turian Councilor says "Ah yes, [enemies]", increasing the directness of the claim and therefore increasing the effective existential crisis length to 10 seconds as enemies begin to understand the Turian Councilor is talking about them. The power of the statement goes through all manners of defenses (armor, shields, barriers) and stuns all enemies of all sizes (including bosses), stunning them.
(3) Extend the radius of effect from 5 m to 50 m. Allow hologram of the Turian Councilor to make its own air quotes in tandem, dealing all effects at 10% normal levels within a 10 m radius.
(4) Two choices.
1. SYNTHETIC EXISTENTIAL CRISIS: Exploit synthetics' search for understanding as their minds implode in desperate attempts to understand the existentiality of the Turian Councilor's statement. Drains 100% of shields on all synthetics and steadily chips away at health and armor at 50 damage per second. Duration and stunning effect carries over from previous evolutions. Can be combined with other tech powers for tech bursts. 25% as effective on organics.
2. ORGANIC EXISTENTIAL CRISIS: Exploit organics' desperate search for the meaning of life as they attempt to comprehend the Turian Councilor's statement. Organic enemies without armor, shields, or barriers have their heads explode from trying to understand the Turian Councilor, as if headshotted by a sniper. Armor, shields, and barriers of organics will steadily chip away at 50 damage per second. Duration and stunning effect carries over from previous evolutions. Can be combined with other tech powers for tech bursts. 25% as effective on synthetics.
(5) Two choices.
CATALYST'S LOGIC: All enemies within the radius take 1 500 headshot damage, indicative of how the Catalyst's logic, if thought about too hard, can cause one's head to explode.
KAI LENG'S SHIELDS: Use Council/Spectre authority to obtain Kai Leng's shields. Works like tech armor or fortification or barrier. New Shields can take damage of 10 000 but recharge at 45% speed. Shields can also be recharged, though, by melees, whereby a melee's damage output is added back to replenish the shield.
(6) Two choices.
WE HAVE DISMISSED THAT CLAIM: Complete the Turian Councilor's statement with these last five words; the full statement is now said: "Ah yes, [enemies], we have dismissed that claim". The brutal simplicity and sheer awesomeness of the Turian Councilor's full existential statement causes such an existential crisis that enemies across the map explode into pieces and die at the mere contemplation of it; instant death for enemies; increases radius to 55m. Increases cooldown time, however, to 30s.
DISMISS THIS: Use the Turian Councilor's dismissive power to dismiss player impediments. Lowers cooldown time for the power to 0.5 seconds and adjusts the shield gate on all difficulties to allow 100% of the damage through. Allow Turian Councilor to roll. Reload cancelling occurs automatically. Passively fixes Vanguard glitch regardless of host. Insta-kills on Turian Councilor become impossible. To compensate, all damage done by the power is lowered by 75%.
Promoting the Turian Councilor to the Single Player Campaign will net the player 1 000 War Assets: 75 for the physical fighting capability of the character, 5 for leadership, and 920 for the existential crisis brought upon the enemy.
