I think that everyones pick is rather obviously subjective.
I honestly think that the best one is the one from liara's, but im a spoiled liaramancer since the first ME game.. theres just something about the character, the mix between fragility and power on the conversations that got my attention. The "im yours" phrase is just a killing blow, notice the hesitation before saying it, its commitment coming from a beign that can live longer than anyone out there.

I really like Tali's character too, but i cannot deny that most of his appeal comes from the mistress in danger thing. you first rescue her from the shadow broker assasins, no one like quarians on the mass effect world (C-sec officer and volus scene on the citadel ME2), they can die from a single kiss (me2 romance), they dont have a world (wich you hopefully help recovering), blushes and "babbles like an idiot" (lol so cute). gets drunk using an "emergency induction port" and in top of it is afraid of spiders... (rachni queen mission on ME3). So its character mixes so many weakness that its hard not to take the stand as the knight on the shiny armor.

IMHO. best love scenes 1st liara 2nd tali 3rd garrus

I just watched the Tali video at the beginning of this thread previously I had played through Kaidan's, Liara's and Garrus'. After watching the video I do not feel that Tali's is any better than the others, and that all are equally emotional. My personal favorite is Garrus' though ... it was the first time he said that he loved my Shepard (I don't know if it is possible before then and I just missed it, but it was awesome).

It's not, that's the first and only time Garrus ever tells Shepard he loves her. Talk about last minute.

Same goes for MShep and Kaidan. First and (and sometimes) last I loves yous.

I felt like each goodbye was unique and fit perfectly with the character it belonged to. Tali was in a special situation, so that's why hers probably is seen so much different/better to some people.

They're all great, EDI's is especially good. But Liara's 'I am yours' shattered my heart into a bajillion itty bits.

While I liked Tali's at first, it upset me when every single other one has the character's saying "I love you." I don't think Shepard says that to Tali ever. The writing of Shepard's responses to a romanced Tali have ALWAYS bothered me. He never says what the options imply.

While her goodbye scene was the most heartwrenching, it also made me angry that Shepard in EVERY OTHER LOVE SCENE tells the LI he loves them. I understand the intention behind the feeling in Tali's, but it needs to end with him saying he loves Tali. Then it'd be perfect.

They still should have done a little more considering the half assed photo-shopped pic we got of her. They gave themselves another opportunity to give us a 3D model of her face and did nothing with it. They could have had her remove her mask and kiss Shepard goodbye one last time, but noooo... :/

With my toon who didn't romance anyone (but stalked the heck out of Mr Vega) I got the James dialogue, which fit nicely. I just looked up Javik's and it bothered me that it was shorter than James', but there you are if you'd like to see it.
