I'm not sure that you can call this a bug, maybe a design flaw that needs to be fixed? Anyway, the issue is this:
When I go to set up combat tactics and try to set Scattershot to be used on clustered enemies of 3 (or any other number), I am unable to even select "Use Ability" its just not there, so presumably, you cannot set Scattershot to be used on clusters of enemies only, which doesn't make much sense seeing as its basically an AOE (Area of Effect) spell/ability for archers.
So, unless I'm "doing something wrong" which is unlikely in this case, you are unable to set Scattershot, an AOE abillity, to be used on clusters of enemies only. Again, not so much a bug as it is, in my opinion, a design flaw.
I think there may be a few other abilities that may suffer from this too, but I can't remember.
It would be nice if Bioware could adjust this in an upcoming patch. Its not like its anything extreme, but it would be nice to be able to set up such tactics.
Comments anyone?

Yeah, it doesn't set it automatically. I went ahead and set it to be used against melee enemies, but that's just a work around. You should be able to set it to only be used only on clusters of enemies, they need to try to fix this. As for her not using it, she probably doesn't have enough stamina. It requires a decent amount of stamina to use, and she typically ends up using a different ability before her AI decides to try for a scattershot, and when it does its like "Sorry not enough stamina" but, anyway.

There's a way to get around it. You have to use a slot that already has a tactic assigned to it, for example: Enemy: Any - Critical Shot. Change 'Critical Shot' to 'Scattershot' THEN change 'Enemy: Any' to 'Enemy: Clustered (however many enemies you want clustered)'. I've used this many times. It doesn't always work for mage spells, but I've had no problem using it for archer talents.
