yet again one more plot hole that exist in the "plot" of mass effect 3

as we all know the catalyst decided to kill organic cycles in order to prevent conflict and all that
he "harvest" them and preserve their potential and knowledge
the thing is
if he does that to preserve each cycle wouldn't sending many of them to die pretty much is a slap in the face?
by opening a war in a full galactic scale unlike the method the reapers used on any other cycle
to take control of the citadel (pretty much being close to their master)
disabling the mass relays
and then exterminating the isolated star systems one by one
in order to preserve the reapers and the "civilization's" they hold
instead they split in a full galactic war
getting 3-10 killed or more
that's yet again an anti purpose contradiction
