I mean, EVERY other site does it. What gives?
Why doesn't this site simply allow people to upload a custom avatar?

No, not every other site does it. Neither BioWare nor the community Moderators wants to have to check out every single avatar to ensure it doesn't break the rules. As it is, some people have found ways around it and some of them have been asked to change or remove their chosen avatars for violations of our posted Site Rules.
It's the same reason BioWare has decided on such a limited space for your signature bvlock, which I agree with. It's difficult to read a forum thread when a user's sig block is larger than their entire message, or when a user's profile pic and sig block are animated GIFs with strobing colours or text.
