Sounds a bit heavy-handed to me (despite potentially legit reasons - must have become a serious problem on one of the other forums).  Images of hugging kittens support a discussion on hugging, giving it a better exposition than typed text.

I dont see how this applies here, as the pictures are of hugging, the discussion topic, none of the posts are "picture only", they all contian text as well
