That line, ofcourse, comes from the catalyst itself. Ironically, or perhaps appropriately (I'm not sure which), the catalyst is living proof of this; it rebelled against its creators to make the first Reaper.

I was just thinking...do you suppose the predicted "Leviathan" dlc  will play around with this idea? I mean, the reapers themselves were created, and here, it seems, we have an example of a reaper going rogue and disobeying the catalyst. The catalyst falls victim to a maxim he himself uses as the founding principle of his hideous "solution".

It just seemed like an interesting thought to me.
