Get a controller with mappable buttons on the back... Razer ONZA is a good one.
Or be sensible and buy a decent PC

Is it possible to remap something on a controller? I am getting really frustrated with pressing the Ops pack and either nothing happens or it launches the rocket launcher, I thought maybe it was the controller so I bought a new one, same problem.
Xbox d-pad is indeed one of the worst things I have seen. Microsoft doesn't seem to GET what is wrong with the d-pad. I have the silver controller with movable d-pad and it STILL SUCKS. It doesn't do anything else, but push down one of the levels of the controller... BUT IT'S STILL WONKY AND PRESSES TO WRONG DIRECTIONS!
So yeah, Xbox360 controller is bag full of fail when it comes to games where you rather use a dpad (like Street Fighter 4).

So hitting right on your d-pad shoots a missile instead of healing you?
You can actualy hit all 8 directions from any side of the pad, because they think d-pad = analog stick.

Thanks, I will pick one of these up tomorrow.
To the other poster, no it doesn't fire the missle, it launches the gun, I would guess 60% of the time, by the time you switch back, try to run or do anything you are more often than not dead.
