Doesn't mean not to try. A lot of people were clammering for more Liara in ME2 so that's exactly what they got in Lair of the Shadow Broker and in ME3. Garrus and Tali were never meant to be Love Interests at all in the trilogy when ME 1 was releasef but because of them getting a lot of backing to be romancable and being unexpectedly popular, it happened in ME 2. Many calls for stuff pertaining to this kind of thing were in vain of course but there's always a possibilty that they might pick up ideas from the pleas.

I think what alot of players want is more "story" with their LI, as well as squad-members. I don't see why BW couldn't figure out a way to implement them both. That dastardly dialog wheel can do crazy things.

I can definitely understand that, and I would welcome it. I would enjoy a better with romance with Miranda in ME3, particularly if there was a huge amount of gaming substance to go with it.
Maybe we'll get something like what we want

I really doubt that ME4 (if it will even exist) , will have anything to do with Shepard. 7/8 of the endings (if you count refusal) are very conclusive about Shepard's ultimate fate.
The best time to act is now while the dev's are still considering ideas for and making Downloadable Content.

I would also pay for DLC that expands already existing romance possiblities (in my case Garrus), but... but... I would not like it if ME as a whole would become more of a romancing-RPG than a TPS-RPG.

That is one of the drawbacks with ME, it's a video game, but they make us fall in love and build friend ships through all three games.
To be completely honest I'd have been sad no matter what we got because it was always going to be the end of our time with the characters. Note to self - must move on!
I think it's because Bioware set it up to where we are pretty much Shepard. We're the ones making the decesions and we take the time to learn about them and forge a relationship with them, especially for those who've played them the past five years.

That said, I'm going to focus my post on Liara - but I wanted to clarify I don't think such a DLC should be Liara exclusive or that I don't think other characters don't also need improvements, but I'll leave it to the fans of the other LI's to lay out their problems in more detail. I'm simply acknowledging they do have flaws and need the work though.
But there's absolutely content with Liara's romance that such a DLC could improve on. The most obvious spots are the mid, and 3/4th mark of the game. For most of the midgame Liara has absolutely nothing important to say to you, and the scenes you do get with her are exactly the same as a non-romanced version, so they don't even count.
The biggest and most obvious problem with Liara's romance is Thessia, and how the entire segment, from the planet to the Normandy afterwards, doesn't change at all between a Liaramancer Shep and any other Shep. A DLC could really address this, from just adding in specialized dialogue to getting a chance to explore Thessia with Liara before it gets ravaged. You never get to see Thessia not under attack, so there's no chance for reminiscing with Liara or anything.
Also, the date scene on the Citadel where you get the Paramour achievement falls flat for anyone except a Shepard who is romancing her for the first time in ME3, pretty much, because for most Liaramancers by this time you've "rekindled" the romance with her multiple times, and already did so in the beginning of the game on the Normandy! So after getting a really cool scene with Garrus, one of the best in the game, talking to Liara and getting not much interesting - followed by basically silence until Cronos Station - is a huge flaw.

Going off of how successful LotSB was, I don't see any reason why they shouldn't try something like this. I don't know, I really wanted Miranda to at least do something with taking down Cerberus. It feels more like she got brushed aside :<
And hey, throw Jack in there too, cause why not? She has history with Cerberus. I'm sure she'd love planting a bomb in one of TIM's factories or whatever.
