Either way it's forcing a decision that will affect every living thing, which really, I have no right to make. I'd choose refuse though as that's the closest to not choosing... If that makes sense.

Really though I think being forced into making a decision was a bit jarring. I can't imagine very many people went into the Crucible/catalyst beam thing and didn't think 'finally, I can rid the galaxy of the Reapers, and bring peace to us all'. I certainly don't think Shepard would have been anticipating choices. To me that's an issue with the ending. Shepard having this thrust upon her and no real way to prepare.
