His programming compels him to go the best option available, and Shepard literally made better options possible, which was why he was cooperating. He's limited to his programming.

You clearly have no idea what Synthesis does (I mean, even in a pro-synth headcanon way). That’s why a single person shouldn’t make such decisions.

This is how my Shepard would go out. This is how I'd go out.
I'd never allow the Reapers to win.

And I agree about the dumb standing around in the Refusal ending. It would make more sense if Shep just committed suicide or contacted her LI one last time or something like that.
