Why does the starbrat say that his solution will no longer work? Before the EC, it could maybe be said that joining the crucible to the Citadel takes away his ability to control the reapers. But the new reject ending proves that he is still in control of them, as he seemingly sends a reaper to destroy a ship right in front of you as a kind of middle finger to your rejection of his 'solutions.' And then there's the whole continuation and apparent loss of the war.
So why doesn't he simply send in Harby to shoot the crucible while Shepard is riding on the magic elevator, or at some point when the kid is blah blah blahing? And at the same time, after the rejection, yet coming so close to using the crucible, why not make absolute sure the crucible's plans are eradicated so that the next cycle couldn't use them?
With it destroyed, all hope would basically be lost for this cycle, and his 'solution' could continue. He could also make sure that the plans for the crucible were completely destroyed. I mean they have 50,000 years and possibly thousands of reapers to search the galaxy. And even if they couldn't, in future cycles I'm pretty sure they'd know what to watch for when it was being built.
That said, how did the reapers not notice the Alliance was building it if other cycles had tried to build it and the starbrat says they knew of it? Should have been pretty obvious. If I knew of a weapon that could destroy me, you can be sure I'd be on the lookout for it.
