Because i want to completely remove all my past mods, seeing as those mods are a few years old and i don't want my medals to be gone because certain "carry over" items would be lost (items such as the high regard of house dace or something), thus my question.

In principle your on-line profile records your medals/achievments. Provided you specify the same on-line account details when you re-install, then you 'should' be OK.

Wouldn't it be easier to just delete the mods? I would think there is a mod folder or something. Might be wrong.

I can confirm that this works. I have reinstalled the game before without backing up my characters or settings beforehand. While I have lost characters this way, my achievements and specialization unlocks came back as soon as I logged in.
