When you refer to an ally in a tactics command, does that include the character him/herself?  For example, if I tell Wynne to heal any ally whose health falls below 50% would she apply that to herself too?  Or would I need a seperate tactic telling her when to heal herself?  What about NPC allies (those with blue circles)? Are they considered an ally as far as tactics are concerned?

It doesn't include him/herself. So you need to set up a seperate tactic Self- heal- if health<50%. NPC allies don't get included but can be the target of heal spells.
