To me, it's a house of cards that requires everyone to be completely honest in all things. (I do not believe that such is possible.)
The Qun seems to properly recognize that words are cheap, but it does not seem to recognize that the proper actions among the Qunari can simply be completely insincere for other purposes. (Think about all the players that made their Hawke appease the Arishok for nothing more than the Dragon Age: Kirkwall achievement without any actual agreement with or respect for the Arishok.)
As such philosophies and governments of that type go, a handful of bad apples in the right places can cause the whole thing to go violently wrong. As there will always be crooks and criminals who will take advantage of any edge over others, I do not see how the Qun managed to last as long as it did. So-called "zealotry" for the Qun is not guaranteed.
Worse, it seems that everyone is reduced to specific roles without any incentive to strive to exceed their defined role. As the Arishok admitted in Dragon Age: Kirkwall, "The Qunari have not changed their fortunes." While this is a specific situation regarding Kirkwall, I do not see how the Qun allows them to change throughout the Qunari nation.
