 I have had this happen a few times now, I have a gear item equipped and buy a spectre pack getting an upgrade for the currently equipped gear and afterwards it appears to me that my gear is unequpped and I can equip the new rank but to others if I have no gear equipped it appears I still have the old rank and also when this happens I cannot turn on all four equipment slots (armor bonus, weapon bonus, ammo, and gear) at the same time.  I would guess that the game is programmed to only allow for four equipment items to be on at one time and since the game is registering that I still have on the old rank of gear it counts toward that four equipment limit.  I end up having to either restart the game or play one round without one of my equipment bonuses.
