I think I finally figured it out after reading a few posts from people with the same issue as me. Both those achievments won't pop for me, and I believe the reason has to do with how the game tracks your progress towrads them.
See, on my first play though, I wanted the "best" ending. Which meant, I had to play multiplayer. Well, there is an achievement that can be obtained from single player and multiplayer called "Tour of Duty". It requires you finish all multiplayer maps or N7 missions in single player. Well, I had 5 of 6 N7's completed when i decided to jump in and get multiplayer out of the way.
After going back and completing single player, including the last N7 mission, the progress for it stayed at 6 of 6 multiplayyer maps completed and 5 of 6 N7 missions. I didn't realize it at the time, but I think this is where I found a glitch.
Fast forward a couple months to when i decide I'm going to finish getting the rest of achiements I didn't get. So I jump right into insanity and do everything and had only 2 achievements left, unwavering and insanity. 30+ hours later, I finish the game (doing every mission available to me) and nothing pops. I believe the game is not counting that last N7 mission as being completed, thus locking me out from getting my last two cheevos.
Not sure if the bioware staff could or would fix this, but the completionist in me has a knife to the throat of the "just let it go" side of me.
