I don't think it was a matter of not having the money. After the Suicide Mission, Shepard gives Mr. Illusive the middle finger and everyone on the ship seems to approve in one way or another. Why would Mr. Illusive pay them after that?
Cerebrus tries to sign up Zaeed for a new mission but negotiations broke down. They obviously paid him for the previous mission unless he's an idiot and willing to work on credit.
Unless it was a half upfront and half upon completion arrangement, which would have made much more sense when you think about it. Pay a mercenary the entire sum up front and you run the risk that he'll just cut and run with your money.
So it is possible that Zaeed gets stiffed for the second half by Cerberus, particularly if the Lazarus cell goes 'rogue' (from TIM's point of view) by disobeying orders and blowing up the Collector Base.
