Jack is a great character, but most gamers are male. And most men probably couldn't get past the fact that she was bald in ME2. She probably would have been a little more popular as an LI if she had her ME3 hairstyle in ME2.

Without wanting to get into some big discussion, I think the more popular ones are just easier to like. Miranda and Jack were designed to be more controversial characters, who put up a facade, and some people just don't get past that.

It's kind of sad for me, when I did my first play through of ME1, I went with Liara, she was unique and they gave her a nice storyline with being Matriarch Benezia's daughter and such. However in ME2 I was turned off, because she became more... chaotic I guess. She seemed to be that do whatever it takes and didn't really care much about people like she did in the first game. But when I saw Jack, I knew she had a deep story, and so I was intrigued to dive into it and figure out what it was that made her... Jack. Then I decided to look past the almost naked clothing, tattoo's all over her body, and bald head because her personality, as you romanced her, opened up to reveal more. So when Mass Effect 3 came out, I was very sad that they kind of just left that whole romance out. It was a hard decision to stop romancing Liara and go to Jack, but I made it, I had hoped that Bioware would at least give me a decent romance arc in ME3. But I'm very very glad they made her more attractive and more mature.
I also hoped for a little bit of a cat fight, or animosity from Liara for leaving her, but I guess I could live without that drama
