Depends on the character. On Demolisher it is basically the best build. On Infiltrators? Not so much. You'll see builds such as Tatty's which forgoes Fitness to spec for Bonus Power on the QMI's Cloak but I-alongwith most others-will spec Fitness and Cloak to four (not much use for Sniper or Melee Damage and Cloak's CD is both relative and with the Piranha is low enough to be used even without cancelling it early for a 3 sec relative cooldown.
As for Destroyer and Drell Adept, you should never be speccing into Missile Launcher or (bar 3 points) into pull. Same goes for the MQI, if a skill or it's evolutions aren't that useful for jacking up your DPS there is no need to spec it (at least not past Rank 3/4).
I skip fitness on my geth so I can take bonus power, not my QMI

We can talk about optimal builds and skipping fitness etc, but you have to do what works for you. Its no good speccing a glass cannon if you just get downed all of the time, in that case your 'optimal' build may to compromise somewhere to add some survivability. You can have all the DPS potential in the world, but if you're bleeding out it doesn't mean anything. It took me a while to adjust to platinum and I rebuilt quite a few classes to help me through those early games.
Anyway thanks to Goosh, Rupinderpaul, Tidal, DogEyedBoy and my fellow scrubs for some good runs this evening. Really looking forward to getting some serious game time in over the weekend.
