is there a way to make it so the stealth/searching character moves at full speed while in these modes (either in game or through a mod)?

I strongly suspect those things are hard-coded.

If you play as an elf, you are actively searching all the time (with no speed penalty). You might be able to grant a character the elven 'keen senses' racial feat in the console.

Rangers get a 'swift tracker' feat that allows them to track without a speed penalty. I don't know of any feats that allow full-speed stealth though.

Camouflage, gained with 13 ranger levels. Other speed increases, like monk's or barbarian's, will allow you to move faster even when sneaking, but just move faster, not run.
