Yes it does. At the caster, even if the target is halfway across the map. It makes no sense the overload creates mini earthquakes at the caster.

yes because adding friendly fire makes it alot harder to grief people...
when thinking about adding any mechanic to any game one must first just for arguments sake, assume all players are malicious bullies that are trying to abuse not only the game but the players within it, for the sake of ruining eachothers fun. Then you have to look at your proposed feature and see if there are any ways it can be used for ill will.
If there are, you then have to ask if it is worth implementing, does it make the problem better or worse.
There is a reason even Call of Duty has adopted 'Ricochet' when friendly fire is enabled in hardcore mode. (all damage to allies reflects back to you)
They have tried alot of things over the years, and know all about the gamer population in general and what they are like.

what about "adapt"? a lot of post are about "The other players do not play like I want/need it"?
yesterday I got in a lobby, (some easy silver games between friend+ one random) The random, no mic, has the new Phoenix Biotic so I loaded the AA. all ready and nobody in the lobby notice that he/she changed to novagard right before ready...
Who cares? I follow him/her around the whole match priming the enemy with warp/stasi as much as i can and we exploded everything (reaper/goddes/silver...). he was avoiding the group for the first wave than he understand the game and play along...
"...adapt..."
