I think you need to put that quote in the context of the Man riddle. "What walks on 4 legs in the morning 2 legs in the noon and 3 legs at night?"

Not all humans walks with a cain when old. Not all humans walk on two legs, because they're on wheels for life.

But the general idea is still there. That we start on 4 legs, then on 2 legs, and then get a cain as the third leg when old. That organics final evolution would be a synthetic. Yes, things keep evolving, but the general idea is that organics with no synthetics, while eventually evolve to be synthetic as the final step.
