If saren got the cipher explaining he neded to get to ilos to reach the conduit. What has the rachni queen with the location of the Mu relay got to do with it? Does sarens cipher say its on ilos through the Mu relay. Then he sends benezia to noveria with the queen to get the information. Because if i recall you can do that before Feros. So it wouldnt make sence if he new about the mu relay before doing feros. as the cipher explains he needs that relay. Sorry for bad english.

I was under the impression that Saren visited Feros while Shepard was mucking about on the first visit to the Citadel (you know, scanning keepers, buying evangelical permits for Hanar, and doing other important things). Once Saren had the Cipher he knew he needed to find the Mu relay in order to reach Ilos, and sent Benezia to Noveria to interrogate the Queen while he himself returned to Virmire to gather his forces and study indoctrination. Shepard can go to Feros and Noveria in whatever order you want, but either way Saren has already left Feros even before Shepard rescues Tali.

Saren/Benezia need the queen because the location of the Mu Relay is lost...in turn Shepard needs the location of the Mu Relay, otherwise even if he knew Saren would be on Ilos he would have no way of chasing after him.
In turn both the Cipher and the Location of the Mu Relay are vital pieces to an otherwise unsolvable puzzle.
