Who was the XO of the Normandy in ME3?

The VS. Unless they're both dead or you send the other off to Hackett. Then I guess it's Garrus? But probably Liara because of plot armor. Maybe Adams though? But he's just an engineer.. Hell, maybe it's Joker if all else fails.

The VS is the highest ranking Alliance personnel on the ship. Ashley is a Lieutenant Commander and Kaidan is a Major. So...them.

Exactly. Ash or Kaidan was probably the XO prior to leaving Earth, but after that, they aren't even assigned to the Normandy. I believe that the VS has to request permission to board the Normandy after you take back the Citadel from Cerberus.

It's probably Adams or Traynor. Maybe even Joker.
The best guess however would be Liara, because she's the only teammate that can't die, and she's aquired very early on. My guess is, Liara becomes the XO after the VS is injured.

In ME2 it cannot be Miranda because she can leave the ship when Shepard was not on board. Pressley had to stay on board when shepard was not on the ship

Well, she can't die at least untill the run to the "thingie" at the end you mean but yeah, she is a valid choice too.

Because when Kaidan comes back, he's the senior officer on the ship.

It's not like there are Alliance officers hiding in the lockers just waiting to take command of the ship when the commander is ashore.

After Kaidan, I think Joker and Steve are the next highest ranked officers on the ship.

They're assigned to the ship. They're not ditching out on their post to be on the Normandy.

They can ask to be assigned to you, and you can grant it (and Hackett will approve it). After that, they're a part of the ship's operating crew.

While I am a great fan of Liara, she is not an aliance officer and is more a specialist (sciences).

In ME 2, the vessel is a private vessel and does not follow Military protocols, so it goes without saying (although it is, in fact, stated at one point) that Miranda is the Executive Officer (after rescuing Jack) at least for all intents and purposes in ME 2.

I don't think Adams is eligible, as the chief engineer. Traynor as well (she's just a visiting science officer or comms specialist who got stuck onboard).

Leaving the ship to Joker just doesn't make sense, but what can you do, I guess. At least EDI will be the one really making all the decisions.

Luckily, I believe James is ranked low enough that he would never be in command. I don't think we'd get the ship back in one piece.

I don't know about "officially" in-game, but on my ship Garrus is the XO and when Garrus isn't there, I would say Joker is the XO until Garrus and my Shep get back

Pre-Mars it is probably VS, post Mars its very likely Joker.
Problem with Ashley and Kaiden is that they got reassigned to protecting Udina so for a short period of time they weren't part of Normandy

Normandy took off during times of war and the crew are just slap together with whoever is available, so I don't think there's an official XO assigned. That being said, I would say it will be the next highest rank who would be next in command.

It's whoever you want it to be. Why? Because it is not stated, so you're free to decide who you want it to be. Personally, I'd go with Adams. He's alliance with a long service record.

Part of the problem is the free mixing of ranks between ground and naval designations. Take Kaiden for example. Lt in ME1, "Staff Commander" in ME2, commander being a naval designation. Major in ME3, which is equivalent to a Lt. Commander in the navy. If Adams is a naval lieutenant, that's the equivalent of a Marine Captain.

umm The Normandy isnt exactly an alliance ship because the Normandy is EDI.

The only 2 person that can order EDI to mount a suicide mission would be Shepard and Joker, although EDI would fight Joker every step - that is what girlfriends do.

So, I do not think there is an XO per-se. As for the VS... I bet EDI would sooner throw them out the airlock than listen to them. They are practically strangers to her.

I really don't think there is one. Without giving away any spoilers, think about the ending.

People are like "I think we need to go" and joker's like "dammit". It seems clear that nobody's giving orders at that point.

Technically Chakwas is the highest ranking officer as a major, but perhaps medical corps are diff.

I didn't know she was a major.  But, in spite of her rank, by virtue of her position, she would probably not be the XO over someone in ops.  Rank and position may not always go hand in hand.
