Not fair, I gave you my definition of bro earlier in this thread:
 someone I can fully trust. Someone I could hit the bar with but also could hold a philosophical discussion with. Someone who'd pick me up when I was down and be able to make me laugh while he did it. 

I need to add that a bro needs to be a man, of course. Therefore Tali is almost a bro but unfortunately was un-bro'd at some time in the womb, and Wrex is not a bro because he can't go toe to toe with Shepard intellectually and also can't be fully trusted.

He's space batman.
He's your Chewie.
He has reach.
He gets with Tali.
He's in the middle of some calibrations.
All these things together contribute to the broness of the bro we know as Garrus. He is our bro. That's all it takes.

Garrus is a very dependable character. He is also very conflicted. His dad was a very "follow the law or do nothing" man, but Garrus hated the red tape of C-Sec.

There are thus two' Garrus'. One wants justice. He wishes to catch criminals, lock 'em up so they never hurt another soul.

The other one wants revenge for the victims, for the fallen. As long as you get that justice, nothing else matters.

Thus, like Shepard, he truly weighs up options. He's alongside you all 3 games and just exudes "Bro". He fully trusts in your abilities, yet understands the stress of command (ME2 & ME3).

I enjoyed how his Character Devloped, in ME1 he was Shepards Protege, In ME2 he was a famous Vigilante, and in ME3 he was recognized by his own government and given a command and brought on as a Reaper specialist

i really enjoyed his character development to.

i think really it was done like that on purpose. 

its just like how liara seem's to be the cannon Li for shepard (not the prefered choice but cannon none the less)

i think garrus's character was personally shaped around shapards as if they were closer than most of the crew.
they had a lot more laughs with eachother than the others and gave an atmosphere of like family, or well in this case "bro's" lol

idk its weird to describe.
