The other one wants revenge for the victims, for the fallen. As long as you get that justice, nothing else matters.
Thus, like Shepard, he truly weighs up options. He's alongside you all 3 games and just exudes "Bro". He fully trusts in your abilities, yet understands the stress of command (ME2 & ME3).
