I felt reasonably positive about his character in ME1 but not really in ME2 or 3. I felt pretty forced into some sort of 'bromance' with him, whatever that means.

I find it odd that people complain about Liara but not Garrus, they are both equally "forced".

I like everyone, so yeah...
Garrus does have a good sense of humor... I mean, I could tell him he looks like crap, and he'd be cool with it. And I like the way he talks. It is so cool!

But, of course, I like everyone... They are all my bro/sis!

And what Shepard says makes perfect sense: he's not with Cerberus, he's using them to fight the Collectors. Not to mention Garrus standing right next to you. What, did they kill him and make a clone, too? There is reason for Kaiden/Ashley to either trust Shepard or not at that moment. They chose not to while Garrus and Tali did. That doesn't make Kaiden/Ashley bad people; it makes Tali and Garrus better judges of character.

There's no Shepard without Vakarian. He's Shepard's best friend and has been with Shepard through thick and thin. He'll have your back no matter what you do and he's basically your protege. Making him the awesometacular bro he his.

Okay, let me ask you: what qualities would you want in your best friend?

I'd want someone I can fully trust. Someone I could hit the bar with but also could hold a philosophical discussion with. Someone who'd pick me up when I was down and be able to make me laugh while he did it. 

So, that's Garrus. He's all of these things.

I actually think that it's pretty much impossible. I mean, in real-life I would find it difficult to explain why a friend of mine is, well, a friend of mine. The same goes with Garrus being Shepard's bro.

Tried this in one of my playthroughs. You get a lot of inconsistencies (sometimes he thinks he joined you in ME1, sometimes he doesn't). Same with Wrex, except that he doesn't appear at all in ME3 if you didn't recruit him and is only mentioned.

But on topic, a major point in Garrus' favor is that he does not judge you. He can see how desperate the situation is, and is thus the only character to whom Shepard can confess even the most horrendous acts (like betraying Wrex and shooting Mordin). Aside from that, he has a great sense of humor and he is good at what he's doing.

As a side note, I do not only like characters who don't question me. Jack is one of my favourites, too.
