A couple of suggestions:
- judging by past DLC characters I can't see them adding a new character without at least one recycled power, such as throw or stasis. Few people seem to like sabotage so maybe enthrallment would make way. Not that it's a bad idea.
- sheild strength and melee damage are already dealt with in fitness, so you are probably better off not overlapping them with the unique passive. Maybe add some weapon damage? If you want to stay away from standard upgrades you could go for a nanite bonus to weapons, such as a reduced reload time or more shots per magazine.
- An increase in weapon damage could also be an effect of the nanites in the Deconstruction power.

Furthermore, the defensive power makes her prettymuch immune to grenades, and some other dangerous attacks (corrupted warp comes to mind).
Also, I find the lowered mobility questionable as I believe Biotic Dash gives invulnerability frames, but I'll have to test that later.
Like I originally said, I don't know how this could be balanced, but I like it a lot.

I agree with the Fitness/Passive power comment and may change it. However, for the other two powers, I really think both are key to shaping the character/class. Decon. because it cements the connection between biotic and tech powers (it is literally a fusion of both) and Enthrallment because I envisioned the character a more sinister flavor of the Asari based on the namesake of their home planet (The Women of Thessalay, a Roman myth). The Thessalayans were witches who could call up bewitch living beings and bring down the moon (the former being relevant to the Enthrallment power).

You know, what lets assume it is 200% recharge because when I was looking at the stats to steal for my powers it was on a character with only an Avenger IV (giving her 197% cooldown).

Let me fire up the BioWare patented technobabble machine...
Due to the nanomachines in her body requiring power that would normally be directed to shields as well as the large and exhausting amount of power drawn by biotic/nanite attacks, the Asari Sentinel's shield and health recharge times are handicapped by 45% (slower)

I wasn't suggesting that you remove either power (particularly not Deconstruct). I'm just saying that if you're serious about Bioware using the idea, you need to be prepared for the fact that they have never introduced a new character with 3/3 unique powers. They might make an exception for something cool like this, but I doubt it.
Also - I never made the connection between Thessalay and Thessia before, even tho I'm a closet mythology fan. Seems like I should have

Well, they can recycle Sabotage for Enthrallment fairly easily (just change which classes of enemies it effects and change the names of the levels).
That being said, I have no illusions about BioWare ever picking this up, I love game design and it is my chosen career (though not my current job) so sharing this with you guys is basically a way of judging whether or not I am any good at it.
