That is possible. The technological superiority and military strenght of Biotic Tyrannosaurs must have been overwhelming even for the Reapers. After all, the Reapers army had a lot less Capital Ships 65 millions of years ago.

EDIT: but I have to say that the existence of the Proto-Dinosaurian Reaper actually dismiss that theory. They were clearly trying to make a Dinosaurian Reaper.

I wonder if Earth wasn't just a very large colony, and maybe they asteroid dropped because it was too hard a target, and they needed to concentrate forces elsewhere.
