Who is the blonde lady in the dragon armour ( I think) In denerim market, that has stood there like a golem on every playthrough. There is no name, no highlight option when you walk up to her? Is she the starting point for a new DLC? She looks like someone you just don't want to mess with.

There are a bunch of people that seem to randomly show up as the game goes on. They are armed to the teeth, but never move, and you can't interact with them. They just stand there.

LOL.
I am definitely leaning towards the DLC lead ins. It is as though she is a human golem, stood there, without a control rod.
