Talk to Conrad all 3 times in ME1
Meet Conrad on Illium in ME1 and complete his associated assignment
Conrad will be in the holding areas on the Citadel in ME3 following the Cerberus coup. If you helped Rita and her sister Jenna during ME1, Conrad will live. If not, he will be shot by a Cerberus agent.

The latest version of the save editor allows you to flag the various plot points from the previous two games without having to enter the Plot IDs manually.
