No it's not, it's just an algorithm. Every answer Cleverbot gives originated from what another user answered in response to one of Cleverbot's questions at some point in time. The algorithm pulls from every recorded Q&A.

I'm not familiar with ChatRoulette, but I assume it just switches up the connections between two humans randomly?
