I have been loading me1-me2 saves and more have ash as a romance but are a better save to load. My question is am I stuck with ash in me3 or can I switch swoon liara?

I think you can switch to Liara in ME3 no matter who you have romanced previously. I haven´t tried it myself but you can start up a new romance with Liara in the third game, so I think it should be possible to do this too.

You can switch to Liara's romance during the Citadel date if you haven't locked in a romance with anyone else at that point, sure. Might be best if you do her date-thing before you do Ashley's. You miss quite a bit of Liara's romance-related stuff that happens before that date, however.
