It's because Garrus is awesome and Jacob doesn't have any skillz other better and more interesting squadmates have.

Disregarding gameplay combat skills, I usually brought along those who I reckon might have interesting things to say during the mission:

Garrus & Tali - been there from the very beginning, best bro/sis/LI; he has reach, she has flexibility
Kasumi & Thane - soft spot for that type of character, irresistible... they could give Ezio a run for his money if melded together
Legion & Javik - rolling through the galaxy with a Geth ally or a real, living Prothean - priceless

Actually a live prothean isnt priceless but 10$, sorry I had to correct that.

 This is tough... I'm going to try to pick arbitrarily based on the awesomeness of the character.

I feel like these characters had the most interesting personalities to me. Also, in this lineup each character is a different species and we get a good look at many of the species, though the Asari are notably absent. Liara never really clicked with me for some reason. I know some people would say the exact opposite, and that's completely understandable.

Javik would be next up. A Prothean was always an odd fit for a squadmate, even moreso than a Geth. Grunt was a good character too, but he feels just a tad redundant with Wrex and is less important to the grand scheme of things.
