Great find! I've kinda expected to see Shale pop up in DAIII ever since reading "Asunder." Return of both characters, or just fun art? Hmm!
Oh that would be awesome! I hope she comes back as a companion!

Cases of Speculationzzz have migrated out of the Mass Effect 3 forums and have infected the DA2 boards!

That's the book of the Warden and Hawke, it would stand to reason that Morrigan would be contained within.
I don't think we'll see the Warden/Hawke in DA3 at all. If any closure is given to Hawke, I'd imagine they'll write him/her off at the beginning of the game. Unless we can control Hawke/Warden like a PC, I don't see how it would work. Maybe they could do a sequence at the beginning of the game where at the character creator you build your PC and Warden/Hawke too...
So, certain points in the game you take control of Hawke/Warden at different points. I can't really see that happening either but it would make sense...
As for the pic in OP's post, I've actually noticed this for awhile. I've always thought it was Morrigan. Hopefully Bioware listened to the feedback thread where most people wanted to see closure to her story in DA3. I really liked Morrigan in DA:O.

That would be so awesome. So it probably won't happen.

The Warden, I doubt we'll see. Maybe with armor on or something, but not more. Perhaps we'll find his bones. The things is, the stories of DA:O companions could have ended in so many ways it's hard for BW to integrate them without huge and expensive variations.

I don't understand why the Warden's and Hawke's stories would be combined. Except for the fact that both are being sought after by the Divine they have little in common and their stories seem mostly unrelated.
Unless it would be something to do with why they've both disappeared I guess?

I'm wondering how they are going to explain the Warden's disappearance for those that played WH and didn't go with Morrigan into the mirror? I hope they don't do another Fergus the noble human's brother from Highever. For those who can't quite recall his circumstancial disappearance throughout the game, here it is in parody from the Dragon strange post:
Fergus: In actual fact I fled Ostagar before the battle even began and headed to Denerim's Pearl. I drunkenly stumbled out meaning to go to the Chantry to beg forgiveness and more importantly for healing for my hangover and STDs but sadly in my inebriated condition I tripped and fell down the well. I later woke up with three corpses piled on top of me, I guess even though you didn't do that quest that somebody else did, and so I used them to climb out. I was spotted by Howe's guards, but they bravely ran away. I then began the long walk back to Ostagar to see if the battle was yet won, when I was ambushed by bandits. The bandits were then ambushed by darkspawn and I escaped, certain that my day could not possibly get any worse. I finally made my way to Ostagar only to find it overrun with Darkspawn, so I fled into the Wilds where I was set upon by wolves. I was rescued by an elderly witch who healed me and had her way with me until I regained enough strength to escape. A group of Chasind found me wandering around the Wilds, still recovering from a concussion and the mental horror of playing sex slave to an old witch and they took pity upon me since I'd managed to learn their complicated sign language just by quickly skimming through a book that mentioned them......

Oh, I can easily see there being a small level where you control your Hawke (or a default one, if there's no import) kind of like the Joker level in ME2, though hopefully not as boring.

I just don't see it happening without them giving us full control. The Warden would probably need to be voiced and they can't do that considering we played through the entire game as a silent PC. If they don't allow character customization on the characters we helped craft, people will just go ballistic over that. They would have to give us FULL control of those two characters to make it work.
