The patch has been aborted

Atari provided a downloadable patch in this thread, but the link is dead.
1. Does anybody have the Atari patch in the linked thread that addressed this?
2. Does anybody have a 1.04.870 dialog.tlk?
3. If I have to Un-Intall/Re-Install, am I able to backup and restore my OC Campaign/Character?
4. Is the manual patching through 1.05.912 still needed before you can let the patcher just run? Found here:

I'll likely try to install MotB as a first step before Uninstalling to see if it fixes it. Has that worked for anybody?
