In case you're not familiar with Sideshow, that company is a highly regarded manufacturer of high-end collectable statues. I own several Sideshow products and they are truly stunning works of art; so to say the least, this announcement is kind of a big deal.
Premium Format refers to a line of statues that the company produces. It is arguably the company's flagship line. Premium Format (or PF for short) figures are usually mixed media (with actual fabric for clothes for instance), quarter scale polystone statues. They don't have to be mixed media to be considered a PF though. So long as it's of the highest craftsmanship and quality, it's a PF.

Also note that the company usually makes two versions of each statue. One version they refer to as the regular version, and the the other version is referred to as the Exclusive (or EX) version. The difference between regular version and EX version is often a switch out piece for the EX version that the regular will lack. For instance, they may have the EX of this statue come with a switch out Omniblade arm for instance. Sometimes the EX version is nothing more than an added art print that the regular version lacks. Sometimes they don't make an EX version for their products. It remains to be seen if they'll have an EX version for Shepard.
