So i was just thinking about Liaras head.... how do you think it feels? soft? hard? smooth....?  i can imagine it feels like hard plastic, but soft....

As Liara states herself, they're "flexible cartilage structures that grow into shape". We have similar structures too; they're called "ears". Just feel your own for a while, that should give you a good idea what they feel like.
