Meer for me..Jen seemed to just...idk she tried Way to hard for every line to be perfect so every time she spoke it sounded like it was forced out her mouth instead of just being the character and letting flow.

Since voice actors are heard but not seen, I suppose voice actors to overact sometimes. To counter, in some scenes Jenn put more emotion in scenes that needed them. An example ( no real spoiler ), but after the end of a chase on foot, Shepard tries to signal Vega and/or the Normandy with just the right degree of franticness. Meer, during that same scene sounded flatter than stadium beer.

I will say Mark Meer to his credit tried but I never liked his perfomance in ME1 and much of his performance in ME2 never clicked with me because I was so used to Hale's voice somehow I managed to play all 3 of my male Shepards but after suffering with weak performace in LotSB I decided not to play as a male Shepard again.

Meer bugged me all through ME3 with his voice acting, particularly when they first returned to Earth. Cortez's shuttle gets shot and he shrieks, "STEVE!!!!" only to not five seconds later return to normal, calm, uninteresting speech.

That's not to say that Hale can't act, because she can. But like someone said earlier, she had much more freedom in how she read her lines than Meer did. For Shepard anyway. But going by this series only (a lot of people know Hale from other stuff, and use that in their assessment, which isn't fair) I'd give the edge to Meer overall. If only because he's done so well adapting his voice. And he got better as Shepard, as well.

Both Meer and Hale have voiced several different characters. For example, Hale voiced one of the members of the Alliance Committee at the beginning of ME3. And they both appeared in the Blasto easter egg (Meer as Blasto and Hale as Bubin's sister).

While I agree that Hale is a fantastic voice actress, her performances in the Mass Effect series imho left a lot to be desired. She might have been the better of the two in ME 1, but Meer improved greatly for the second game and in the third he really nailed it. He's able to infuse Shepard with a warmth (Paragon) / menace (Renegade) that's oftentimes absent from Hale's delivery. And most importantly there's a subtlety to his delivery that doesn't hit you over the head with the emotion it wants to evoke.

Hale for sure.
I can't stand playing male Shepard (and believe me, I've tried) solely for the fact that I find Meer's delivery monotone and lacking inflection. Shepard may be a soldier, but that doesn't mean you lack emotions. I love the passion that Hale give us through femshep's voice, it makes the character real to me.

And anyway, as a guy myself, I want to romance the virtual ladiez, particularly Tali. Can't do that as a Femshep except in a very limited capacity.

The first, I could only bring myself to play male shep once. ONCE. I think he experienced some VA fatigue from all the lines, because while he did have some good ones, for the most part Hale emoted better. The lines Meer had that WERE better than Hale's were mostly because the same deadpan tone he used for everything made some of the lines funnier in hindsight.
In ME2, Meer got much better, though he still often sounded tired. I played broShep almost half of the time. In the Lair of the Shadow Broker, he really does shine (perhaps because there were less lines he had to record so he could give them more OOMPH.)
Come ME3, Meer is doing very well... better than Hale, in fact. He has a wide range of emotions, making Hale's lines all sound like the same emotion is put on every single one.
Overall, I can see Mark Meer getting better and better as he gets more and more experience. Despite the experience however, Hale starts off well only to end up getting overtaken by him because she's not improving overall.
I recommend, also, having an option for people that have only ever played either male or female Shepard and haven't had the opportunity to compare all the lines.
