Not true. Every time you travel on the map there are random encounters that occur.
No, at a certain point you honestly run out. It's quite possible to kill them all, granted it's also possible to only travel enough so that you will get a random encounter frequently, but it's never 100% of the time and you can run out.

that is exactly what bioware intended.
They put a lot of effort into making sure that you have to be carefull with your spending.
Choosing what to buy is part of the game, cause you can't buy it all... you have to decide what best suits your party's needs / wants.
And choosing / deciding is part of tactical rpgs :-)

not enough apparently, i just found out that the material cost to make a strong lyrium potion cost less than it is to sell the potion, the merchant at camp refills your stock, thus granting you to as much money as you want via purchasing mats/making the potions/selling it.
it matters not though, i still really really want random encounters

It is your choice if you wish to exploit a game design oversight.
Doing so will take your game away from the experience that Bioware has carefully crafted for you.
There is every chance your game will be less fun if you exploit the "infinite gold" design oversight.
It is your choice, but be careful. Just because you CAN exploit design oversights, doesn't mean you should.

Realism in fantasy means internal consistency. Internal consistency is the sine qua non of fantasy fiction. Are you complaining about realism in a fantasy game?
Running out of darkspawn in the deeproads is completely inconsistent with the game's storyline.

hows that for a random encounter? less powergaming, less abuse, less diablo/final fantasy/mmo gameplay.

I would welcome random encounters as long as they dont give lots of money (like 5 coppers only for every 10 creatures LOL) and dont give high XP (0.05% of the original XP is fine). oh and they must drop only Tier 1 items and no potions.

You dont have to powergame if you dont want to, especially if you think thats abuse (if you consider spending some time killing **** and getting money for it "power gaming", lol)
How about you go play a linear Action game where you button mash, and when your done watch a movie (something like lord of the rings), then mix your memories together. Hows that for less powergaming abuse?
Alot of us want random encounters that make your character stronger/richer. Diablo, Final Fantasy, World of warcraft are all very very very succesfull rpgs
