I have a level 2 ranger and on level up to 3, the globe that
shows how many skill points you have to apply is empty, another time it showed
a huge number like 65536 skill points. If I try to apply all points or hit
recommend, it still never lets me click next to complete the level up. It
appears as if there is a bug that is giving me way more skill points then I can
use thus being unable to click next.
I re-installed the game from scratch and created a new
ranger and using the DM Client, I leveled him to 3 and I hit the same issue.
The ranger levels fine for 1-2. What is the issue here and how can I fix it? I
am using NWN2 Platinum.

This has been seen with three different things:
(1) If you use the irolltwenties cheat code.
(2) A certain character editor from nwvault.
(3) Removing all your XP with the console and giving them back to re-level.
We can now add:
(4) editing a character with the DMClient. (unless you did one of the original three first)
I've never seen anyone have the problem with a straight, off-the-rack character.

Thanks for the fast reply. I never used a character editor of any type. I am playing the Icewind Dale Campaign. It only seems to happen with a Ranger. I can recreate one from scratch and level him to 3 and the same issue happens. If I try it with another class, like the Barbarian or Mage, it works as it should. I did try clearing out my override folder save for a few textures and the HCR2 rules required files. The issue still happens but only with the Ranger. I also did try removing -10000 xp making the char level 0 via the DMClient and adding it back and no luck.

I never use the DMClient. There are easier ways to do what you want to do. Simply give yourself XPs with the console is the easiest and safest (givexp xxxx for the whole group, dm_givexp xxxx for just the targeted character).
You also say you removed all his XP. Even though this isn't the cause of your particular problem, it's not a good thing to do in general. Always leave a few XP. You have to get under 1000 to get to Level 1, and that's all you need to do. You can't go to level 0 with this program - you're stuck with that first level. And going to 0 XP sometimes causes the very same problem.
As for your IWD Ranger issue specifically, I'm reasonably sure I've used a Ranger in IWD with no issues, but I may look into it a bit.

Okay, I just started up a new character in IWD, a human Ranger with nothing but default options (except appearance - he's a bald guy with a grey-flecked beard in case a certain other person is reading this). I gave him 10000 XP with the console, and I leveled him up right there in the Party Creation Room without any mishaps, all the way to level 5.
Unless you want to post much more detail, I'm thinking your problem is isolated to your own setup - or, obviously, the DMClient bugged your character.
