both:
1.) Samara: Her code complicates things, which opens windows and challenges for shep to romance her. I also think my shep should be with a woman of wisdom and experience
2.) Kasumi: Better than Miranda, need I say more
3.) EDI: to ****** of Joker

I like my characters and romances with a good balance between variety and being fleshed out.

Yeah, my desire to romance her was just to make her smile again. I know we don't need a romance for that, but considering how much she suffered and continues to suffer, anything that can make her happy is good in my book.
But then, if she's willing to kill herself instead of her daughter to not violate the code, we can know for sure how highly she values such beliefs. And that makes the romance, impossible.

Joker and EDI have more of a friend feel to them. I think Joker is meant to be as a loyal friend to Shepard, always there to back him or her up, but not more than that. Though EDI is nice, I don't think shepard's attitude fits a synthetic romance. Also, I think she also fills that friend position.
Also, in my opinion, Mordin and Samara both fill more of a adviser role to Shepard. They're the wise people that Shepard can look up to, that tag along to help him, kind of like mentors. That's just the feel I get from extensively talking to both of them.
