your sexuality is a pretty big integral part of who you are as a person just like the background you grew up in. for my broshep, if garrus commented on "damn look at cortez's ass" he just went from bro/best friend to best friend. nope,in the case of garrus I imagine broshep (my male shepard character be a in game representation of actualy me of course) and Garrus sitting at the bar when tali walks by and they both stare for a second when garrus says, "I wouldnt mind seeing her without the suit" and then smiles, laughs and high fives commence.

"Homophobia" is something you imagined. What people are opposed to is destroying an established character in service of appeasing a few fans. Cortez and Traynor are gay and nobody minds because that's who they are. Some players want them made bi too and it's equally ridiculous.

It was a major surprise to see that he was a LI for my male shep too (I thought that cortez was the only male romance),When I found about that, I turned back 5 hours of play just to buy that peruvian whisky, kaidan was the platonic love of my bro shep since ME 1. Cortez is alright too, this time they designed very well the romantic scenes for male/male (unlike the horrible romances on Dragon age II), kudos to bioware on that.
Now, straight fem sheps got out of the loop terribly, with jacob and thane gone, the only option they have is kaidan or garrus if you romanced him on ME 2. They need vega too (I wouldn't mind him for bro shep either XD)

I don't think it's inconsistent, they made the reasons for Kaidan being a romance option in ME3 quite clear, and I think it's really nicely done, as his reasoning is not "I want to be with that woman or man", but "I want to be with that person".
