If i reinstall dragon age origins, will my medals still be present?

Short answer: "Yes, your DLC and achievements can/will still be recognized."
Longer answer: Exactly how this happens depends on your specific install type. If you have the "standard" version, then simply select the "Save Characters and Games" option during the uninstall.
But if you have the UE, (or maybe some of the digital downloads) unless you saved the ".exe" files separately, you may have to re-download them from your Player Entitlements page.

Are the achievements in the "My documents" folder? There are lots of stuff that look like the DLCs there.

Everything associated with specific players and their playthroughs is in:
"\\[user's documents]\\Bioware\\Dragon Age\\..."
NON-Ultimate Edition (UE) installs also put the DLC there, but the UE places DLC in:
"\\Program Files [(x86)]\\Dragon Age..."
(Steam installs... You're on your own as far as the default folder structure goes!

Hmm, ok. Back up everything so as to not go totally insane when DLCs are obliterated.

Achievements (unlike characters), are backed up and synchronized online. So if you register your game and let it sync with your Bioware account, they will eventually re-sync when you reinstall. These include the achievements which unlock DLC items, like the Battledress of the Provocateur (sp?) and the sword from Darkspawn Chronicles.
