unless we can and I just haven't figured it out...
If we can, can someone direct me to where I can do so?

I don't have photoshop
What I'm talking about is some web browser flash based system in which we can input our face codes and we can get our Shepards into the Mass Effect wallpaper.
Also, I wouldn't know where to get the hair let alone in the right color...

wow, is this really the kind of response I can expect from here? I read it was bad, but decided to give it a shot. I am really at a loss for words. I think I will just stop coming here. Thank you Fauxnormal...
It's the INTERNET. You may have 'heard it is bad' but as forums go, BSN is actually one of the better ones. I'd say it is more... filtered than the real world, with all its douchebags, is. You wouldn't truly expect that everyone was going to automatically agree? You've got to stick it for more than one post.
For what it's worth, I agree with the post. It wouldn't really be possible however, because the wallpapers are actually digitally painted, so they'd have to get an artist to look at your facecode and do it to get the same amount of quality. You can already see the drop in quality using a customshep in game.
Default Shepard holds his own against squadmates (imo, ME3 femShep less so), but put a custom out standing next to one of the humans (say Kaiden2 or Jacob for Broshep and Miranda and Jack for femShep) and the lack of detail on the face alone is startling. You look like all those generic NPCs do.

But thank you later posters.
And while I do agree that custom shep might look a little bit silly when standing next to pre rendered characters I was thinking more like just the solo shep in the pose we see on the box arts. And it isn't as not possible as you think. I remember that when rock band 2 was out they did a photo booth thing where if your game account was linked to the website account they would carry over your characters and you could change the background their poses and what face they made. That was really where I got the idea. I figured if they were able to pull that off in ... when was rock band 2? 2009? Surely we would have something similar in 2012 considering how much time was spent in the face editor to make the game more unique. It is one thing to look at a picture and say that's either male!shep or fem!shep and something else to say that is my!shep.

As much as I like stock Shepards, It just feels really strange to be looking at not-my Shepard. It is just strange considering we have the face codes, but there isn't really a whole lot we do with them. Am I the only person who feels this way? Would something like that even be possible?

Two years later, it's still a good idea. I've been Googling this and this forum was the first search option. Unfortunately, it's still not available :'/

Learn photoshop and stop finding new things to whine about. Especially something this dumb. GIMP is a free program. Shoo.
GIMP is an acronym for God I Miss Photoshop.
