Can I do Legion's loyalty mission and LotSB right before the suicide mission without Kelly or anyone else being killed?

Legion's loyalty, yes. LotSB, not sure. Possible but I tend to do it before getting the IFF anyway.

i usually do the LofSB much earlier than you are now. And you can do the LofSB post Suicide mission.
