Had this problem two days ago also and all I can say is don't waste your time with ea support. Heres my post from another thread.
Love how it went down 40 minutes ago. Thought it might be my end so did the typical reset modem and router and nothing then talked to ea support. After the wonderful task uninstalling reinstalling origin she tells me to restart my system then come back to ea support. After waiting there in queue the next person tells me right off the bat that its a server side issue.....horray for wasted time.
Origin Chat Down... again...?

Origin chat (thus private gaming) is down for my wife and I, as well. Notably, there have been a bunch of threads on the XBox support forum about MP games crashing/disconnecting tonight, as well.

Same issue here noticed 2 hours ago (PC, East Cost US). The funny thing is my husband was able to connect (even though his was disconnected too) Fyi, we live together so physical location plays no part here.... I tried restarting Origin multiple times, spamming "reconnect" - but that doesn't work. I can create game and play with others but not him... The irony

3 hours so far and Origin Chat will not connect...tried all basic things, although I KNOW its on their end bc nothing changed here and it happenned from one minute to the next. I did find a notice onOrigin's website that said, very generally, that 'from time to time, as they are constantly improving their service, certain databases may be taken offline for upgrades or maintenance. This will cause your account to be unable to login, yet someone else may be able to login at your very same location bc their account info is on a different database." So, all of us here must be on the same database server that they are 'maintaining and upgrading' tonight....
That means that we will all enjoy superior performance tomorrow from our 'upgraded' Origin accounts....meanwhile, tonight...we can all go suck eggs and hope for a good game of pick-up in MP.

This seems to be happening on the weekends. My guess is they're doing maintenance but haven't figured out an effective way of sharing this information (if that is indeed the case). Maybe something they need to sort out before origin finally goes gold...

Well, after all of that effort and being told it was a client-side problem for two hours, it turns out to be a problem in EA's corner. I saw on the ME3 PC Tech Support forum that it was enabled for someone, and lo and behold. Ah well...
