He was in the trailers for the game... Didn't turn up in the entire game until the last 20 minutes wherein he did nothing but give generic lines. "You're a hero Shepard." "Move out!" "They're all dead!" which anyone around him could have said (In fact It's quite funny when replaying the ending to hear his lines and realize how literally over 90% of them could have been Anderson and just weren't...)

But yet a lot of the focus is on him. You have a one on one talk where he is nice to you. You bump into him as part of Hammer and he gets a lot of (generic) lines. They make it crystal clear that he survives no matter what (kinda odd that he didn't charge the beam) and then show that clip of him in all the endings brawling with a husk, which not matter what he survives (Even a low EMS Destruction Beam) and also displays him in the slides.

Then he has that whole "Sniping in Big Ben for 3 days" story which seems to be his entire character considering thats all we seem to know about him.

Just feels so weird. He's such a pointless nothing character that doesn't do anything...But yet he is in trailers, he has so much focus put on him at the end, no matter what he has to survive everything ever and they have to really show off to you that he is alive.

He comes across like he was a friend of the developers that they promised to put in the game or he won some kind of "Be in Mass Effect 3" contest or something.

Some people tell me that he might be relevant in future DLC but I really hope that he isn't. It's much more strangely amusing this way.

But still, just as big an enimga as the ending, let's salute Major Coats:

Edit:

I know it doesn't show him survive in Reject. So don't point that out. I wasn't really counting it. It would be hilarious if he did survive Reject though.

My very first thought about him, as soon as I was sure it was the Big Ben guy.

Oh noes, a minor character has too much screen time. Let's complain about him too.

He was fighting the husk in that ending cutscene? I'm pretty sure that's not him.

Yeah, it's definitely not Major Coats in that scene. Just some random Alliance mook.

I don't think it's a complaint, it just seems odd the way he turns up.

He's had some effort put in to his design so he stands out, and he talks to Shep as if I had some reason to give a crap about his opinions. I though at first he was an ally or even crew member from a mission I'd missed.

Would have proffered him on the Normandy rather than that sad sack Cortez. Nothing against the gay thing just thought the character was terribad.

In the Low-EMS ending, Joker doesn't come out of the Normandy on the jungle planet, correct? So he has the same level of plot armour as Liara.

well, they needed someone for Hawke to voice. Why not a minor character with screen time?

Liara can die in low EMS EC Beam run

So Joker's armor is slightly better as he "might" still be alive.

Yeah, but we never saw a scene or got confirmation that he died in the low EMS scene, unlike Liara.

Also, Hackett. He out-plot armors both Joker and Liara.

Come to think of it, we never see Hackett and Coats in the same room at all! :o
